Tony was a celestial representative of Law and Good who was summoned by Lord Shojo. Unfortunately for Tony, Eugene Greenhilt believed that for the greater good, he should be the representative that would speak with Shojo. Eugene then forcefully prevented Tony from being summoned and took the celestial's place. Strip #1048 implies that Tony is a deva (assuming that Eugene hasn't abducted any other celestial LG representatives).
