Toby was a member of the Thieves' Guild of Greysky City. He ran the dog fighting ring.
He participated in the Ambush at Old Blind Pete's House to capture Haley Starshine, but was killed by her soon after she left the barricaded room where the Cleric of Loki was casting Sending. Following the battle, he and the countless others who were killed in the fight were not raised as Bozzok used the money intended for their resurrection to raise Crystal as a flesh golem instead.
